EVALUACIÓN AMBIENTAL ESTRATÉGICA AL ESTUDIO DE IMPACTO AMBIENTAL POR EXTRACCIÓN DE MATERIAL DE ARRASTRE EN EL RÍO COELLO, SECTOR GUALANDAY – CHICORAL EN EL TOLIMA.

El presente trabajo se realizó con el enfoque de la Investigación Aplicada, y la aplicación de una evaluación ex post a un Estudio de Impacto Ambientales, siguiendo los elementos de la Evaluación Ambiental Estratégica - EAE, una línea de la Evaluación de Impacto Ambiental - EIA, que se utiliza para evaluar Ex ante o Ex post, el impacto ambiental de los Planes, Programas, y Políticas, definida en tres (3) momentos: Screening o el análisis de contexto, Scooping o la consistencia de la Evaluación Ambiental Estratégica y el Proofing o la construcción de directrices desde esta línea. El análisis y la evaluación ex post del Estudio de Impacto Ambiental al expediente 13194 definido en el primer momento metodológico, permitió determinar los problemas, riesgos e impactos que la actividad de minería de material de arrastre ocasiona sobre el río Coello, entre el sector de Gualanday - Chicoral. Una vez definidos esos problemas, riesgos e impactos de la actividad de minería de material arrastre, se proponen unos lineamientos estratégicos para la gestión ambiental sostenible y el manejo adecuado de la actividad hacia futuros proyectos, obras o actividades sobre la cuenca del río Coello. En ese sentido, se alcanzaron los objetivos planteados, se estableció una solución a la pregunta de investigación propuesta, y se dejó como principal recomendación la articulación de los lineamientos estratégicos formulados a los términos de referencia de la autoridad ambiental regional. Finalmente, se resalta que la aplicación de la evaluación ambiental estratégica sigue siendo novedosa a nivel nacional, y tendría mayor ventaja si se realiza ex ante al desarrollo de cualquier proyecto que requiera permiso y/o licencia ambiental.

The present work was performed with applied research for the project and the application of an ex post evaluation to an Environmental Impact Study, through the elements of the Strategic Environmental Assessment - EAE, a line of the Environmental Impact Assessment – EIA, in three (3) moments: context analysis (Screening), then a second moment of consistency of the Strategic Environmental Assessment (Scooping) and a final moment of guidelines from the EAE (Proofing) were proposed. The analysis and evaluation ex post of the Environmental Impact Study to file 13194 defined in the first methodological moment, allowed to define the problems, risks and impacts of the mining activity of drag material on the Coello river, between the sector from Gualanday and Chicoral. Once these problems, risks and impacts of the drag material mining activity have been defined, some strategic guidelines are proposed for sustainable environmental management and the proper management of the activity for future projects, works or activities on the Coello river basin. In this sense, the objectives proposed in the present investigation were achieved, a solution to the proposed research question was established, and the main recommendation was the articulation of the strategic guidelines formulated to the terms of reference of the regional environmental authority. Finally, it is highlighted that the application of the strategic environmental evaluation continues to be novel at the national level, and would have a greater advantage if it is carried out before the development of any project that requires permission and environmental license.
