El presente trabajo de investigación tiene como objetivo analizar las dinámicas que se dieron en la implementación del proyecto LATIS (Laboratorios Artísticos y Tecnológicos para la Innovación Social en el Tolima) en los municipios de Ibagué, Líbano, Guamo y Chaparral entre los años 2014 y 2021. Para lograr tal fin, se hizo un análisis documental y técnico desde el momento de ideación y gestión de la propuesta, hasta la ejecución y cierre. Agotando esta instancia hermenéutica de interpretación textual (documentos formales, informes, reportes, indicadores, entre otros), ampliamos la mirada analítica desde el estudio de caso y la sistematización de experiencias, encontrando mayor sentido a la construcción de territorio y otros temas más oportunos, prácticos y reales que se pueden identificar desde otras disciplinas sociales, aterrizando el impacto del proyecto en aspectos como la cohesión social, micropoderes instalados, desfaces entre la teoría y la práctica y la realidad del Fondo de Ciencia, Tecnología e Innovación del Sistema General de Regalías (origen de los recursos del proyecto) para el ciudadano de a pie. Durante toda la investigación se pueden encontrar conclusiones en el marco de la pregunta problematizadora que permite al lector adquirir saberes prácticos y reales a nuestro contexto colombiano, a la vez que se permite llegar a interpretaciones que no tienen cabida en los informes y reportes que se entregan a los diferentes entes de control de este tipo de intervenciones y que son el punto de llegada obligatorio y único de quienes ejecutan los recursos. En esta investigación el proyecto LATIS habla desde su esencia y naturaleza social y cultural.

The objective of this research work is to analyze the dynamics that occurred in the implementation of the LATIS project (Artistic and Technological Laboratories for Social Innovation in Tolima) in the municipalities of Ibagué, Lebanon, Guamo and Chaparral between the years 2014 and 2021. To achieve this goal, a documentary and technical analysis was carried out from the moment of ideation and management of the proposal, until the execution and closure. Exhausting this hermeneutic instance of textual interpretation (formal documents, reports, indicators, among others), we expand the analytical perspective from the case study and the systematization of experiences, finding greater meaning in the construction of territory and other more timely topics. practical and real that can be identified from other social disciplines, landing the impact of the project on aspects such as social cohesion, installed micropowers, gaps between theory and practice and the reality of the Science, Technology and Innovation Fund of the General Royalties System (origin of the project resources) for the citizen of walking. Throughout the investigation, conclusions can be found within the framework of the problematizing question that allows the reader to acquire practical and real knowledge in our Colombian context, while allowing us to reach interpretations that have no place in the reports and reports that are delivered. to the different control entities of this type of interventions and which are the mandatory and only arrival point for those who execute the resources. In this research, the LATIS project speaks from its essence and social and cultural nature.
