| dc.description.abstract | Los procesos de dotación y desarrollo de infraestructura vial en el departamento del Tolima han generado mejoras en transporte y comunicaciones para la región, permitiendo dinamizar e integrar los procesos de apertura a los mercados internacionales dando salida al mar por el Pacifico y conectando a las principales ciudades del país. No obstante durante los procesos de construcción de infraestructura vial, normalmente se ven afectados sectores económicos y sociales importantes a nivel local y regional, con ello problemas logísticos y de distribución que afectan los flujos comerciales desde y hacia la región. A causa de esto el presente estudio se propone determinar a partir de la metodología de diagnósticos estratégicos de situación en lo local y regional del ILPESCEPAL el nivel de desarrollo socioeconómico, capital social y capital humano existente en los municipios del departamento del Tolima que se ven afectados por los impactos económicos y sociales del proyecto vial doble calzada Bogotá-Girardot-Ibagué- Cajamarca, que conecta los departamentos de Cundinamarca y Tolima. Encontrándose para los municipios del área de influencia un nivel de desarrollo socioeconómico débil reflejado en el deterioro de los indicadores de calidad de vida y limitado por las deficientes estrategias en salud preventiva, educación integral, mercado laboral y pobreza. Además hay un bajo nivel de capital social que se manifiesta en la desconfianza de la población hacia las autoridades locales, regionales y nacionales y en la poca cooperación que existe en las comunidades para hacer frente a las dificultades generadas por la construcción de dicho proyecto vial. | spa |
| dc.description.abstract | The processes of endowment and development of road infrastructure in the department of Tolima have generated improvements in transportation and communications for the region, allowing boosting and integrating the processes of opening to international markets, providing an exit to the sea by the Pacific and connecting to the main cities of the country. However, during the processes of road infrastructure construction, important economic and social sectors are usually affected at the local and regional level, and there are logistics and distribution problems that affect trade flows to and from the region. Because of this, the present study, based on the methodology of strategic diagnoses of local and regional situation of ILPES-CEPAL, intends to determine the level of socioeconomic development, social capital and human capital existing in the municipalities of the department of Tolima that are affected by the economic and social impacts of the road project “Double carriageway Bogotá- Girardot- Ibagué-Cajamarca”., which connects the departments of Cundinamarca and Tolima. It was found that there is a weak level of socioeconomic development for the municipalities of influence, manifested by the decreasing trend in quality of life indicators and limited by deficient strategies in preventive health, integral education, labor market and poverty. In addition, there is a low social capital level which manifests on the distrust of population on local, regional and national authorities and the little cooperation that exists in the communities to deal with the difficulties generated by the construction of this road project.
