El Tolima se ha caracterizado tradicionalmente por ser un departamento productor de Arroz. En virtud de ello la cadena de arroz-molinería representa un importante sector económico debido a los ingresos que genera esta actividad y a la generación de empleo tanto formal e informal; por ello se ha convertido en un tema relevante para la construcción de planes de desarrollo y agendas de políticas públicas locales, regionales y nacionales. Además, la cadena del arroz es considerada como objeto de estudio y/o de intervenciones de política pública, por parte de instituciones de educación superior, gremios e Instituciones tales como el Departamento Nacional de planeación (DNP), el Banco de la República, el Ministerio de Agricultura y Desarrollo Rural (MADR), el DANE, el Instituto interamericano de Cooperación para la agricultura (IICA), organismos internacionales entre otros. Con base en lo anterior, el presente estudio en el contexto de los desafíos de la Globalización indaga sobre la respuesta competitiva de las empresas agroindustriales de la cadena arroz-molinería, para enfrentar el TLC con los Estados Unidos y realiza un análisis sobre las principales estrategias de alianzas y acuerdos de competitividad. En el proyecto se define como empresas agroindustriales de la cadena de arroz-molinería a aquellas empresas agroindustriales transformadoras de arroz, tales como molinos que se encargan del trillado del arroz, y diferentes empresas que procesan el arroz a nivel de subproductos. El enfoque metodológico empleado fue el descriptivo, mediante la combinación de análisis cuantitativo y cualitativo concentrándose en el nivel microeconómico y meso-económico. Por otra parte, el trabajo se realizó en diferentes etapas. Inicialmente se elabora el marco teórico alrededor de las principales categorías analíticas que conforman la presente investigación tales como la competitividad, la estrategia competitiva y las cadenas productivas. 6 Luego, se hace un recuento de los acuerdos comerciales que el país ha suscrito con otras naciones y la caracterización de la cadena de valor arroz molinería. Seguidamente, se establecen las políticas actuales de productividad y competitividad, para poner en contexto y perspectiva el tratado de libre comercio suscrito entre Colombia y los Estados Unidos y señalar cuáles han sido los puntos establecidos en el tratado para el sector objeto del presente estudio. Posteriormente, se presentan los resultados del trabajo de campo, se establecen las conclusiones derivadas del estudio aplicado a las empresas del sector de acuerdo con lo sugerido por Porter (1991) en su diamante de competitividad para el análisis de los factores que determinan la competitividad, a partir de los cuales se identifican las estrategias y tipos de respuestas de las firmas (Helmsing A. H., 1999) y adicionalmente, la percepción que estas empresas tienen respecto a los objetivos trazados para la firma del tratado de libre comercio entre Colombia y los Estados Unidos. Finalmente, se incluyen los correspondientes resultados del análisis realizado en los cuales se determinan estrategias de política para mejorar la competitividad de la agroindustria regional en cuanto a la cadena de valor, la estrategia competitiva y frente al TLC entre Colombia y los Estados Unidos PALABRAS CLAVE: COMPETITIVIDAD, TLC, CADENA DE VALOR, ARROZ, TRILLA DE ARROZ

Tolima has traditionally been characterized as a rice producing department. By virtue of this, the rice-milling chain represents an important economic sector because of the income generated by this activity and the generation of both formal and informal employment; Therefore, it has become an important aspect for the construction of development plans and agendas for local, regional and national public policies. In addition, the rice chain is considered as an object of study and / or public policy interventions by higher education institutions, associations and institutions such as the National Planning Department (DNP), Banco de la República, the Ministry of Agriculture and Rural Development (MADR), DANE, Inter-American Institute for Cooperation on Agriculture (IICA), international organizations, among others. Taking into account the above, this study in the context of the challenges of Globalization investigates the competitive response of agroindustrial companies of the rice-milling chain, to face the FTA with the United States and performs an analysis on the main strategies of alliances and competitiveness agreements. In the project, agroindustrial companies of the rice-milling chain (the value chain rice-rice threshing) are defined as those agroindustrial companies that transform rice, such as mills that are responsible for threshing rice, and different companies that process rice at the level of by-products. The methodological approach used was descriptive, through the combination of quantitative and qualitative analysis focusing on the microeconomic and meso-economic level. The work was carried out in different stages. Initially, the theoretical framework is elaborated around the main analytical categories that make up this research, such as competitiveness, competitive strategy and productive chains. 8 Then there is an account of the trade agreements that the country has signed with other nations and the characterization of the rice milling value chain. Next, the current productivity and competitiveness policies are established, to put in context and perspective the free trade agreement signed between Colombia and the United States and to indicate which have been the points established in the treaty for the object study sector. Afterwards, the results of the field work are presented and finally the conclusions derived from the study applied to the companies of the sector are established according to the suggested by Porter (1991)in his competitiveness diamond for the analysis of the factors that determine the competitiveness to from which the strategies and types of responses of the firms are identified (Helmsing A. H., 1999), and additional the perception that these companies have regarding the objectives set for the signing of the free trade agreement between Colombia and the United States. Finally, the corresponding results of the analysis carried out are included where policy strategies are determined to improve the competitiveness of the regional agroindustry in terms of the value chain, the competitive strategy and the FTA between Colombia and the United States.
